California Gov. Gavin Newsom announced the state will become the first in the U.S. to join the WHO’s Global Outbreak Alert and Response Network, calling President Donald Trump’s decision to withdraw the country from the organization “reckless” and pledging to keep California engaged in global public health efforts.
